RUMORS in the Mexican press would have readers believe that the current government is seriously considering a relaunching of oil lease auctions. To anchor the rumors to official documents, we reviewed the five-year plan for oil lease auctions for the period 2020-24. Limiting our inquiry to deepwater blocks, we examined the list of blocks for the three basins identified as “Perdido Area,” “Mexican Ridges” and “Salina Basin.” We compared the list of blocks, checking to see if the lists of blocks for the period 2020-24 corresponded to the previously published five-year plan for 2015-19 (Tables 1-3).
