CNH’S Cautionary Notes for the Peña Nieto
This report identifies many of the concerns that are being voiced in Mexico, Houston and elsewhere about the implementation of the 2013-14 Energy Reform in Mexico. To address these concerns, this report offers two pages of recommendations and caveats. One recommendation is that the Hydrocarbon Commission (CNH) should hold in reserve a portion of each area that will be requested to be grandfathered by Pemex in the so-called Round Zero, for example, the ultra-deepwater Perdido Area. The full report is available to subscribers of Mexico Energy Intelligence®, our industry and policy newsletter.
This report draws on conversations during the February in Houston, Mexico City and elsewhere to construct recommendations and considerations that the Hydrocarbon Commission (CNH), as the agency of public oversight of Mexico’s oil and gas patrimony, might give to Energy Secretary Pedro Joaquín and to President Enrique Peña.
