Guessing at the Text of the 2013 Energy Reform

Proposed Amendment

We are at High Noon in the 2013 energy reform. This two-page report identifies the key paragraphs in Constitutional Articles 27 and 28 that will need to be amended in order to have a meaningful energy reform in oil and electricity. The report offers an edited version of those paragraphs that reflect both domestic and international concerns.

It will be instructive to compare the final version of the constitutional changes against the market-oriented language proposed in the present report. A comparison will suggest how well, or how distantly, the congress was able to separate constitutional principles from commercial frameworks.
