This report incorporates information and insights from the workshop presented by Mexico’s Energy Regulatory Commission (CRE) on December 6, 2017, at the Law Center of the University of Houston. The report builds on notes from an earlier conference, which was also held in Houston in late April and organized by OPIS.

The report finds the skies over the midstream and downstream segments of the gasoline market are much darker than one would infer from official documents and the presentations of government speakers.
