Ronda Cero webcast: A Guide for the Perplexed

Mexico is following the example of Brazil of allowing the state oil company to select oil those oil and gas properties that it wishes to retain prior to any international tenders for future blocks. This initial step was called a “Round Zero.” By the Decree of December 20, Pemex was given 90 days to submit its wish-list of blocks. On March 28, a week after the submission of its request to the Energy Ministry (SENER), Pemex and the Ministry held a joint webcast in which Pemex explained the logic and scope of its requests.
