The Senate’s Majority-Approved Hydrocarbon Legislation

Did the days of debate change a single word?

ON JULY 15, 2014, the Senate’s Joint Committee on Energy and Constitutional Issues released the text of the language approved by the majority of the committee. In the subsequent days, there were marathon sessions of debate. The session of July 19 was suspended at 02:45 of the morning of the 20th (see insert).

The debate seems not to have changed any of the language that had been submitted by the committee. For example, the controversial legal figure of “subsurface hydrocarbon,” as presented in the committee report, was unchanged in the final document that was approved for submission.
