TRUMP CLOUDS OVER MEXICO: Impact of a Trump administration on the energy reform

MEI REPORT NO. 825 (HOUSTON) — This report was prepared with an appreciation of the reaction in Mexico and among Mexicans living in the United States to the unexpected victory of Donald Trump in the 2016 president elections. The report offers a glimpse of how Mexico could be affected by policies advocated during the campaign, such as the opening of new federal lands to private oil and gas exploration. If implemented, such a policy could divert investment capital from Mexico. The Mexican government has the mandate and opportunity to take policy measures unthinkable in normal times. The energy sector in Mexico is far from great; the report lists more than a dozen ways where improvements are needed for the energy regime competitive with that of the United States.
